We, the undersigned, wish to bring the Government of the United Kingdom before the European Court, for continuing to enforce a law which effectively prohibits our freedom to choose or change religion or belief, and from the teaching, practice and observance of a belief.
Our belief is that the consumption and utilisation of the natural plant cannabis is of great physical / medical / recreational / spiritual / industrial / ecological / health benefit to many people. Irrespective of whether or not we would choose to use cannabis, the Misuse of Drugs Act effectively limits out choice in the matter. This is contrary to Article 9 of the Convention:
1. "Everyone has the right to freedom of thought, conscience and
religion; this right includes freedom to change his religion or belief
and freedom, either alone or in community with others and in public or
private, to
manifest his religion or belief, in worship, teaching, practice
and observance."
2. "Freedom to manifest one's religion or beliefs shall be subject only to such limitations as are prescribed by law and are necessary in a democratic society in the interests of public safety, for the protection of public order, health or morale, or for the protection of the rights and freedoms of others."
Cannabis has been used for thousands of years in many ways which have benefited mankind. There is no shortage of information and evidence on that. Article 9 (2) above specifies the criteria which must be present if a law is to limit a right. The cultivation and use of cannabis does not interfere with the rights of others and does not threaten the interests of public safety, public order, health or morale.
On the contrary, since many people use cannabis to help maintain or improve their heath, relieve stress, or ease their suffering, the prohibition of cannabis has a detrimental effect on health; a law which elects to punish people for choice of lifestyle does nothing in the interests of public safety or public order; in this case the use of cannabis has no victims; a law which arrests and punishes subjects for crimes without victims, including many sick and well medical users of cannabis, is not in the interests of public morale.
The threat of the enforcement of the prohibition of cannabis effectively interferes with our possible choice of lifestyle. In the enforcement of this law, our rights to privacy and security are infringed. (Article 8) The Misuse of Drugs Act is an infringement of Article 17:
"Nothing in this Convention may be interpreted as implying for any
State, group or person any right to engage in any activity or perform any
act aimed at the destruction of any of the rights and freedoms set forth
herein or at
their limitation to a greater extent than is provided for in this
Convention."

Recently received the application form as the next step towards taking the UK Government to the European Courts. The action is to demand that our Human Rights and Freedoms to use cannabis must be protected.
The action may be by an individual or group, and people can authorise someone to act for them. This requires written permission.
Therefore I am asking that anyone who wishes to continue with this attempt at getting our Right protected and stopping the application of the Misuse of Drugs Act should either inform me that they wish to represent themselves or else grant me written permission (or someone else) to act on their behalf. Please note that I have no qualifications in law but failing finding a barrister to act for us I am willing to act for a group if there is enough support.
I would ask that anyone interested in his case write to the court immediately. If you wish me to speak on your behalf please post me written permission by snail mail immediately. There are time limits on this so I am asking that you do this now.
